To increase your top end you want to increase your pitch. However, this increase will load the motor heavier, so if you can't hit target RPM's now that would be counter-productive.
Prob size pitch for DF30 on 17 ft 2500 lb center console. PowerTech Propeller 20-30 HP Suzuki
Currently have a 10x 1/8x13 , max speed 14 mph have seen as high as 25 and as low as 8, no idea of rpm have no tach. Seems like it won’t rev up all the way. The one time it went 25 it sounded happy.
